John A. Owens     Managing Member and Principal Consultant

John A. Owens is principal and managing consultant for Financial Healthcare Strategies, LLC., a national consulting firm specializing in providing cost reimbursement methodology, policy strategies and planning services to health care associations, government agencies, legislative bodies, and providers such as hospitals, long term care, and managed care organizations.  

Mr. Owens has over 20 years experience in Medicaid program administration, policy and reimbursement. Mr. Owens previously held the position of Bureau Chief of Medicaid Program Analysis in the Florida Agency for Health Care Administration serving directly for the Medicaid Director. He was responsible for all hospital, long term care and other institutional reimbursement programs including policy development and regulatory interpretation and administration. Mr. Owens also had primary responsibility for the Medicaid budget development and fiscal oversight of all provider and institutional payments for the $11B annual program. 

As Bureau Chief of the Florida Medicaid Program Integrity Division, John was responsible for all provider audits, investigation and development of cases for criminal prosecution referral, and application of civil and administrative penalties for Medicaid provider billing infractions. He formerly served as a member of the CMS Medicaid National Technical Advisory Group for Fraud and Abuse. Mr. Owens was instrumental in Florida’s expansion and redesign of audits in the area of pharmacy-related fraud and abuse. 

Other positions held within the Agency for Health Care Administration include administrator of the Cost Reimbursement Unit responsible for all rate-setting functions for Medicaid institutional providers and administrator of Medicaid Audit Services.

Prior to joining the Agency for Health Care Administration, he served in a regional public accounting firm in Florida for six years.  Mr. Owens is a licensed Certified Public Accountant in the State of Florida and has a Bachelor of Science in both Accounting and Finance from Florida State University.  

 

Genevieve C. Carroll     Director of Reimbursement

Genevieve C. Carroll currently serves as Director of Reimbursement for Financial Healthcare Strategies, LLC and has over 20 years experience in healthcare program policy, administration, and reimbursement.

Ms. Carroll most recently held the position of DSH/Supplemental Payment Program Supervisor in the Florida Agency for Health Care Administration serving directly under the Medicaid Bureau Chief. She was responsible for the Disproportionate Share Hospital (DSH), Upper Payment Limit (UPL), and Low Income Pool (LIP) programs, including policy development and regulatory interpretation and administration.   Ms. Carroll was also responsible for the implementation and policy development of the Physician Supplemental Payment Program.

As DSH/Supplemental Payment Program Supervisor, Genevieve was responsible for preparing all the Agency, DSH Council, LIP Council, and legislative models relating to the UPL and LIP programs. She was responsible for all local government agreements, worked with intergovernmental transfers (IGTs), Certified Public Expenditures (CPEs) and processed provider UPL/LIP and DSH payments. She reviewed the annual DSH / LIP Council reports to the Governor and prepared the annual Revenue Maximization Report to the Florida Legislature.  She worked very closely with the federal CMS agency during the process of obtaining the approval of the LIP, and its annual distribution of $1B.  She was one of the principal developers and LIP website and all related LIP materials (including the Reimbursement Funding and Methodology Document and web-based On-Line LIP reporting tool).  Ms. Carroll also worked with local governments and healthcare taxing districts providing over $800M in local match funds for the DSH, UPL (LIP), Exemption, and Physician Supplemental Payment Programs.

Other positions held within the Agency for Health Care Administration include Medicaid Regulatory Analyst Coordinator where she was responsible for all rate-setting functions for Medicaid hospital, CHD, FQHC, Rural Health Clinic, and Hospice providers. She also held the position of Health Quality Assurance Regulatory Analyst with the Certificate of Need Program and Hospital Financial Analysis Unit.

Prior to joining the Agency for Health Care Administration, she was the Director of Admissions and Assistant Business Office Director for ten years with a local community hospital.  Ms. Carroll has a Bachelor of Science in Economics from Florida State University.
